TEST মার্চেন্ট ডিভাইস

Trusted: eligible to create a TEST intent. Pending, Unknown, and Blocked devices cannot open the camera.

Trust states: NEW_DEVICE / Pending and REVIEW_REQUIRED / Pending need review; TRUSTED is eligible; BLOCKED is denied; REVOKED cannot be restored. Unknown means no recognized device state. The server remains authoritative.
